BMI View: Despite differences between the more developed Western European markets and the emerging

markets of Central and Eastern Europe, the overall strategies of the various operators in the region remain

the same, albeit at different stages. As the potential for organic growth is limited, operators aim to migrate

customers onto more advanced plans and upsell new services as part of a convergent strategy. Competition

will focus on services rather than networks, but these still require funding, with investments under pressure

from low prices. This is due to the tough macroeconomic environment in many markets, which impacts

disposable income and regulation. This remains a downside risk to the region's development.

Key Data

? Of all the mobile operators in Europe, only one, EE in the UK, had more than 50% of its subscriber base

on LTE. This is the case in all other major developed markets

? Data from the European Commission, from July 2015 (latest available), reports that 9% of all broadband

subscribers were on fibre, and 35% on next generation access (NGA) networks (including fibre, vectoring

and cable DOCSIS 3.0)

? The same data reports that mobile broadband penetration was of 75.3%, ranging from 34.5% in Hungary

to 138.6% in Finland, where multiple ownership of smartphones and dedicated dongles is popular
