BMI View: We maintain a positive outlook for the Togo mobile market as a whole in our latest 2016

annual report update. Low mobile penetration rates would suggest that the competition factor in the market

needs to be addressed. The government has repeatedly stated that it intends to issue a third mobile operator

license but no concrete steps have yet been taken. Furthermore, little interest has been expressed in this

license as the consumer spending power on mobile services remains constrained by chronic poverty levels

and low spending powers. Togo Telecom has been able to dominate through its ability to offer wireline and

mobile. The incumbent dominates the mobile Internet sector, too. Rival Moov has a significant mobile

internet user base but the provider has just recently been issued a 3G license in early 2016 after years of

political deadlock and hopes to launch the new service in Q3 2016.

? Latest data suggest that the mobile market ended 2014 with a total of 4.413mn subscribers,

representing y-o-y growth of 11.3%.

? Togocel's key rival, Moov, was finally issued a 3G license in early 2016 after more than two years of

bureaucratic red-tape. The decision allows Moov to ramp up competition in the 3G arena, an area of

growth in the market. The operator is considering launching its 3G services in Q316 as deploys a 450km

fibre-optic cable to support its network capabilities.
