BMI View: Growth across all of the Mozambican freight modes will be relatively healthy in 2016, which

offers welcome news amid the overall downturn in the domestic economy. While on the one hand we caution

that the Mozambican government's decision not to honour a USD178mn interest repayment, due in late

May, heralds several years of economic malaise over our medium-term outlook, increased Chinese

investment in infrastructure projects should help maintain a steady rate of growth in Mozambique's freight

industry.

Key Updates And Forecasts

? Investor sentiment towards Mozambique saw a sharp decline in April after the government admitted to an

additional USD1.4bn in debt that had been kept hidden from investors and the IMF. This has only been

exacerbated by the worsening conflict between the government and RENAMO, a militia-cum-political

party that returned to arms against the ruling party in 2013. This climate will offer little to investors

looking to put their money in sectors requiring substantial government involvement. For instance, we

believe the infrastructure sector will perform poorly as potential investors remain cautious towards doing

business with a government that has such a poor fiscal record and is in the midst of a civil war.

? The next five years will see minimal levels of investment into any projects requiring public sector

support, increased borrowing costs, and escalating political risk. Beyond 2021, the outlook will improve

significantly as we still expect projects in the gas sector to progress.
